Requirements
to programs for the integrated development of social infrastructure of settlements, urban districts
(approved by the decree of the Government of the Russian Federation of October 1, 2015 N 1050)

1. These requirements determine the composition and content of programs for the integrated development of the social infrastructure of settlements, urban districts, including objects of local significance of a settlement, an urban district in the fields of education, health care, physical culture and mass sports and culture (hereinafter referred to as the program, objects of social infrastructure of the settlement, urban district).

2. The program establishes a list of measures (investment projects) for the design, construction, reconstruction of social infrastructure facilities of a settlement, an urban district, which are provided for by state and municipal programs, a strategy for the socio-economic development of a municipality and an action plan for implementing a strategy for the socio-economic development of a municipality (if the strategy and plan data are available), a plan and program for the integrated socio-economic development of a settlement, an urban district, investment programs of natural monopoly entities, agreements on the development of built-up territories, agreements on the integrated development of territories, other investment programs and agreements stipulating the obligations of developers on completion in deadlines measures for the design, construction, reconstruction of social infrastructure facilities.

3. The program provides:

a) safety, quality and efficiency of use by the population of social infrastructure facilities of a settlement, urban district;

b) the availability of social infrastructure facilities of a settlement, an urban district for the population of a settlement, an urban district in accordance with the standards of urban planning, respectively, of a settlement or an urban district;

c) balanced, long-term development of the social infrastructure of a settlement, an urban district in accordance with the established needs in the social infrastructure of a settlement, an urban district;

d) achievement of the estimated level of provision of the population of the settlement, urban district with services in the areas specified in paragraph 1

e) the efficiency of the functioning of the existing social infrastructure.

4. If the general plan of a rural settlement is approved by the authorities local government municipal district, on the territory of which the rural settlement is located, then the program for such a rural settlement is subject to development and approval by the local government bodies of the specified municipal district.

Local self-government bodies of rural settlements may develop and approve programs if the relevant issues of local importance are assigned to such rural settlements by the laws of the subject. Russian Federation and adopted in accordance with them the charter of the municipal district and the charters of rural settlements.

5. If the representative body of local self-government of a rural settlement in accordance with the legislation of the Russian Federation decides that there is no need to prepare a master plan for a rural settlement, then the program for such a rural settlement is not subject to development and approval.

6. Programs are developed for a period of not less than 10 years and not more than for the duration of the master plans of a settlement, an urban district. Activities and targets (indicators) provided for by the program should be indicated for the first 5 years with a breakdown by year, and for the subsequent period (until the end of the program) - without breakdown by year.

If, at the time of the development of the program, the master plan is implemented for less than 5 years, the program is developed for the remaining period of the master plan, while activities and targets (indicators) are indicated with a breakdown by years during the first 5 years, and for the subsequent period (until the expiration programs) - without breakdown by year.

If, at the time of the development of the program, the implementation period of the master plan is 5 years or more, the program is developed for the remaining period of the master plan, while activities and targets (indicators) are indicated with a breakdown by year.

7. The program includes:

a) passport;

b) a description of the existing state of social infrastructure;

c) lists of measures (investment projects) for the design, construction and reconstruction of social infrastructure facilities of a settlement, an urban district (grouped by types of social infrastructure facilities) with an indication of the name, location, technical and economic parameters (type, purpose, capacity (throughput), area, category, etc.), terms of implementation in the planning period (broken down by years), responsible executors;

d) assessment of the volume and sources of financing for measures (investment projects) for the design, construction and reconstruction of social infrastructure facilities in a settlement, urban district;

e) target indicators of the program, including technical and economic, financial and socio-economic indicators of the development of social infrastructure (set for each event and for each type of social infrastructure);

f) assessment of the effectiveness of the measures included in the program, including from the point of view of achieving the estimated level of provision of the population of the settlement, the urban district with services in the areas specified in paragraph 1 of these requirements, in accordance with the standards of urban planning, respectively, of the settlement or urban district;

g) proposals for improving the regulatory and information support for the development of social infrastructure, aimed at achieving the target indicators of the program.

8. The program passport contains the following information:

name of the program;

the basis for the development of the program;

the name of the customer and the developers of the program, their location;

goals and objectives of the program;

target indicators (indicators) of the provision of the population with social infrastructure facilities;

an enlarged description of the planned activities (investment projects) for the design, construction, reconstruction of social infrastructure facilities;

term and stages of the program implementation;

volumes and sources of funding for the program;

expected results of the program implementation.

9. Characteristics of the current state of social infrastructure include:

a) a description of the socio-economic state of the settlement, urban district, information on urban planning activities in the territory of the settlement, urban district;

b) the technical and economic parameters of the existing social infrastructure facilities of the settlement, urban district, the existing level of provision of the population of the settlement, urban district with services in the areas specified in paragraph 1 of these requirements;

c) the projected demand for social infrastructure services (in accordance with the forecast of changes in the number and age and sex composition of the population) in the areas specified in paragraph 1 of these requirements, taking into account the volume of planned housing construction in accordance with the issued construction permits and the projected retirement from service of social facilities infrastructure;

d) an assessment of the regulatory framework necessary for the functioning and development of the social infrastructure of a settlement, an urban district.

10. The list of measures (investment projects) for the design, construction and reconstruction of social infrastructure facilities of a settlement, an urban district takes into account the planned activities for the design, construction and reconstruction of social infrastructure facilities of federal significance, regional significance, local significance of municipal districts, as well as activities, the implementation of which provided for other reasons at the expense of extrabudgetary sources.

11. Assessment of the volume and sources of financing of measures (investment projects) for the design, construction, reconstruction of social infrastructure facilities of a settlement, urban district includes an aggregated assessment of the necessary investments, broken down by types of social infrastructure facilities of a settlement, urban district, goals and objectives of the program, sources of funding, including funds from budgets of all levels and extrabudgetary funds.

12. Evaluation of the effectiveness of measures (investment projects) for the design, construction, reconstruction of social infrastructure facilities of a settlement, an urban district includes an assessment of the socio-economic efficiency and compliance with the standards of urban planning, respectively, of a settlement or an urban district, including with a breakdown by type of social infrastructure of a settlement , urban district, goals and objectives of the program.

13. Proposals for improving the regulatory and information support of activities in the field of design, construction, reconstruction of social infrastructure facilities of a settlement, urban district are developed in order to ensure the possibility of implementing the measures (investment projects) proposed as part of the program.

Section 1. Characteristics of the existing state of the social infrastructure of the municipal formation, the city of Novomoskovsk

The sphere of education

In the municipality in connection with the reorganization in 2014-2015. educational organizations by joining preschool educational organizations to general educational organizations and uniting preschool educational organizations, 86 educational organizations are currently functioning:

8 educational centers,

27 educational organizations,

46 preschool educational organizations,

· 5 organizations of additional education.

The educational process is conducted in 97 buildings.

There are 22,851 students in total, of which:

The number of children mastering educational programs preschool education - 6384 people.

· The number of children mastering educational programs of primary general, basic general, secondary general education - 12,130 people.

· The number of children mastering additional education programs - 4337 people.

The number of personnel in all educational institutions is 3536 people.

The need to build new educational institutions is due to the following reasons:

1. Potential reduction in the provision of educational services to the population.

Insufficient number of places in municipal preschool educational organizations (hereinafter - MDOO) for children from 2 months to 3 years old (the order is currently 460 people), in municipal educational organizations (hereinafter - MOO) for training in one shift in certain areas of the municipality, as well as the annual increase in the share of the child population of the municipality by 1.5-2% led to the need to organize classes in two shifts in five MOOs, to a shortage of places in MOOs and to the forced sending of children to MHOs outside their territory of residence.

According to estimates, at the beginning of 2019, the share of students covered by the services of preschool, primary general, basic general, secondary general and additional education (hereinafter educational services) of the total number of children aged 2 months to 18 years in the municipality will be 81%.

2. The urban planning activities in the 4th and 6th Zalesny microdistricts, the North-West microdistrict (village of Kresty) and the microdistrict along the Ryazan Highway (from Children's Polyclinic No. microdistricts to educational institutions on the territory of residence.

Thus, for the even development of the social infrastructure of the municipality in the field of education and maintaining the required level of provision of the population with educational services, it is necessary to build the following infrastructural objects of education :

· MOO in the Sokolniki microdistrict - reconstruction of the building of the Moscow State Educational Institution "Secondary School No. 3" at the address: Sokolniki microdistrict, Lenin str., 31 for 700 places,

MOO in the 4th Zalesny microdistrict for 1000 places with a swimming pool,

Sphere of culture

The municipality currently has 12 cultural institutions ( legal entities). The network is represented by 8 cultural and leisure institutions with 18 branches, the municipal government cultural institution "Association" Novomoskovsk Historical and Art Museum "with 2 branches, the municipal cultural institution" Novomoskovskaya Library System "with 20 branches. On the territory of the municipality there are 2 schools of additional education: MBUDO "Children's Music School No. 1", which has branches on the microdistrict. Sokolniki and in the village. Rattler; MBUDO Children's Art School, which has a branch of the Novomoskovsk Children's Art School.

The activities of cultural institutions are aimed at increasing the efficiency of the sphere of culture, developing the cultural and spiritual potential of the population, preserving the cultural and historical heritage of Novomoskovsk.

All areas of activity of cultural institutions are in demand in the life of the city: music, library, museum and club business; fine, folk, variety and decorative and applied arts.

Thanks to the work of 317 cultural and leisure formations, more than four thousand people get involved in creativity, amateur art and crafts, culturally develop and engage in self-education. 48 collectives bear the honorary title "People's", "Exemplary".

The central city library is the information center of the municipality. Innovative technologies make it possible to provide free and prompt access of the population to information, including remote access. The number of readers of the Novomoskovsk library system is more than 37 thousand people, with the number of visits to libraries of the entire system about three hundred thousand.

More than twenty-seven thousand people visit the MKUK "Association" Novomoskovsk Historical and Art Museum "annually. The museum fund is 22 thousand items, 15% of which have been transferred to electronic view... More than 30 exhibitions are held throughout the year, including those using funds from federal museums and private collections.

1427 students receive music and art education in the current academic year.

Information about institutions

Depreciation of buildings in which cultural institutions are located is more than 40%.

The existing network of municipal cultural institutions does not fully meet the needs of the population.

The main problems in ensuring the functioning and development of municipal cultural institutions are:

Uneven placement of cultural objects, lack of institutions in newly built microdistricts;

Incomplete correspondence of the volumes and types of services provided by cultural institutions to the requests, preferences and expectations of citizens;

Insufficient equipment of cultural institutions with modern high-tech equipment for leisure and creative activities, education and self-education, events, activities of amateur associations, as well as means of ensuring the accessibility of cultural institutions for various categories of the population, including people with limited mobility and with other disabilities.

To solve the set tasks, it is necessary to meet the needs of the population of the municipality in large modern complexes of the international level for holding festival and other programs in various genres of art (music, theater, cinema), concert-philharmonic and exhibition activities, use as a base for concert and other artistic collectives.

The development of mass physical culture and sports among the population of the municipality, the creation of conditions that orient citizens towards physical culture and sports, the development of sports infrastructure, ensuring the availability of physical culture and sports facilities for the population of the municipality are priority areas in the field of physical culture and sports in the municipality ...

In the municipality, physical culture and sports and mass sports are carried out by 8 sports institutions and one unitary enterprise, including training in additional general educational programs of physical culture and sports by 5 children and youth sports schools. The existing sports facilities for children and youth sports schools do not satisfy the need for sports facilities, therefore training sessions CYSS are held in the sports halls of municipal educational organizations.

In the municipality, about 36 thousand people are regularly engaged in physical culture and sports, which is 25.8% of the population of the municipality. This indicator exceeds the regional one, amounting to 21.23%, but much lower Russian indicator - 29%.

In 2015, 83 official sports and physical education events were held in the municipality, the number of participants in the competition was 19,000 people. In 2015, 39 sports teams of the municipal formation of the city of Novomoskovsk were sent to participate in competitions of various ranks on the road (more than 500 participants in total). The number of sportsmen-graders trained for the year in 2015 amounted to 960 people.

In 2015, in the municipality of the city of Novomoskovsk, there are 240 sports facilities, including: 53 sports halls, 121 open planar sports facilities, 6 indoor swimming pools, 79.5% of all facilities are municipal property. The technical condition of some sports facilities does not meet modern standards and requires modernization.

To include sports facilities in the All-Russian Register of Sports Facilities, 4 sports facilities received certificates of compliance of sports facilities with safety requirements for physical culture events and sports events established by national standards approved in accordance with the legislation of the Russian Federation. To bring sports facilities operating in the Russian Federation into compliance with the safety requirements specified in national standards and other documents in the field of standardization, a number of other sports facilities are required to be reconstructed.

The level of provision of the population of the municipality with sports facilities is 25.6% of social standards and norms in the field of physical culture and sports, which is lower than the Russian indicator of 29%.

In accordance with the methodology for determining the normative need of the constituent entities of the Russian Federation in physical culture and sports facilities, the level of provision of the municipal formation with sports facilities is:

Plane sports facilities - 59% of the standard,

Sports halls - 31%,

Swimming pools - 12%.

In order to provide the population of the municipality with sports facilities, in addition to the budget of the municipality, funds from the federal and regional budgets, extra-budgetary funds are attracted. The construction of mini-stadiums for municipal educational institutions is nearing completion: MBOU "Lyceum", MBOU "Secondary School No. 6", MBOU "Education Center No. 23". To increase the level of provision of the municipality with sports facilities and increase the number of residents who systematically engage in physical culture and sports, both the reconstruction of existing sports facilities and the construction of new ones are required.

Section 4. Sources and amounts of financing

The implementation of the Program is envisaged at the expense of the federal budget, funds from the budget of the municipality and extra-budgetary funds (investors' funds).

The total amount of funding for the activities of the Program is 4,979,850,850 rubles, including:

2,497,130,550 rubles - at the expense of the federal budget;

2 332 720 300 rubles - at the expense of the budget of the municipal formation;

150,000,000 rubles - at the expense of extrabudgetary funds.

The calculation of the amount of financial resources of the Program was made:

· For the construction of facilities in accordance with the state consolidated standards for the construction price of NCS 81-02-03-2014.

Improving the quality of life of the population is one of the main tasks of the social and economic development of the city of Ryazan. The creation of favorable living conditions requires further development of social infrastructure in the city of Ryazan.

In 2010-2014, funds were allocated from the regional budget in the amount of 6.9 billion rubles.

In 2010 - 2014 in the city of Ryazan at the expense of the regional budget with the attraction of funds from the federal budget, as well as the budget of the city of Ryazan, the following were put into operation:

In the field of health care - a regional perinatal center with 130 beds and 100 visits per shift;

There are 13 municipal institutions of physical culture and sports in the city.

12,580 students have been enrolled in additional physical education and sports (sports schools).

In 2014, 5623 dischargers were prepared, including 2 honored masters of sports of Russia, 4 masters of sports of international class, 39 masters of sports, 405 candidates for master of sports, 751 athletes of the 1st category and 4442 athletes of mass categories.

There are 304 municipal sports facilities in the city of Ryazan, including: 2 stadiums, 122 flat sports facilities, 84 sports halls, 1 track and field arena, 5 swimming pools, 5 facilities for shooting sports and other sports facilities.

In modern conditions, the successful functioning of the industry depends on the development of its infrastructure, material and technical base, the state of which is of serious concern. An update and modernization of sports equipment and equipment is required. Almost all institutions of physical culture and sports require major repairs.

The main problems in the field of physical culture and sports in the city of Ryazan are currently:

1. Insufficient interest in active types of physical culture and sports activity among a significant part of the population. A healthy lifestyle has not become the norm for most of the townspeople.

One of the conditions for the success of the social and economic development of the city of Ryazan and the increase in the well-being of the population is to ensure the availability of quality education in accordance with the modern needs of society and every citizen.

As of September 1, 2015, the municipal education system is represented by 200 institutions: 111 kindergartens, 68 schools, 17 additional education institutions, 1 cultural institution, 3 educational support institutions, in which more than 68 thousand children study.

Additional education services cover 84% of Ryazan children aged 5 to 18, of which about 50% are trained in additional education institutions subordinate to the Department of Education and Youth Policy of the Ryazan City Administration. Students have the opportunity to choose additional general education programs of all directions.

During the implementation of the program, the need to increase the efficiency of all activities carried out in the spheres of education, upbringing and youth policy is determined by demographic trends. According to the Territorial Body of the Federal State Statistics Service for the Ryazan Region, by 2020 the number of school-age children is projected to grow by 10% (over 700 people annually). In addition, despite the positive trends, there are a number of problems that have emerged over last years and hindering the further development of the education sector:

1. Deficit of places in preschool educational institutions, insufficient supply of services for young children.

2. Inconsistency of the rates of updating the material and technical base of educational institutions with the requirements for the implementation of federal state educational standards.

Characteristics of the current state of the healthcare sector in the city of Ryazan

Problems in the healthcare sector remain unresolved.

The existing building of the emergency hospital in Ryazan is located in an adapted building that does not meet modern standards. Construction of a complex of buildings for a city clinical emergency hospital for 540 beds in Ryazan and a stationary medical building for 168 beds in the hospital named after N.A. Semashko will improve the quality and availability of emergency medical care to the population.

Targeted investment program

An indispensable condition for the sustainable development of the city, contributing to the improvement of the population's life, is the development and improvement of the social sphere, including through the construction and reconstruction of large socially significant objects for the city.

In the city of Ryazan, one of the priority areas of activity is to strengthen the material and technical base of social facilities and communal infrastructure.

To solve the above problems, the participation and interaction of executive authorities, participants in the construction process, sufficient and stable funding with the involvement of funding sources of all levels is required, for which the departmental target program "Targeted Investment Program of the City of Ryazan for 2014 - 2016" was adopted.

In order to develop and strengthen the material and technical base of educational institutions, sports facilities, cultural and health institutions, taking into account the real possibilities of the budget of the city of Ryazan, as well as based on the state of the material and technical base of the social infrastructure of the city, priority capital construction projects have been identified, financing of which must be carried out in 2014 - 2016.

The list of objects includes objects of construction in progress, financing of construction and reconstruction of which until 2014 was carried out within the framework of the implementation of the long-term target program "Targeted investment program of the city of Ryazan for 2011 - 2013".

3. Assessment of the volume and sources of funding for program activities

The financing of the program's activities is envisaged within the framework of the municipal program "Development of education in the city of Ryazan" for 2016 - 2020, approved by the Resolution of the city administration of Ryazan dated 09.29.2015 N 4547, the departmental target program "Targeted investment program of the city of Ryazan for 2014 - 2016", approved by the Resolution of the Administration of the city of Ryazan dated 22.08.2013 N 3448, the state program of the Ryazan region "Social and economic development of settlements in 2015 - 2020", approved by the Government of the Ryazan region dated 29.10.2014 N 312.

Funding volumes are predictive in nature and are subject to clarification within the established time frame after the adoption of budgets of all levels for the next financial year and planning period.

Having listened to the information of the Minister of Labor and Social Protection of the Russian Federation M.A. Topilin on the regional aspects of the social policy of the Government of the Russian Federation, the Federation Council of the Federal Assembly of the Russian Federation notes the following.

The goals and priority tasks of implementing the state policy of regional development of the Russian Federation are determined by the Fundamentals of the state policy of regional development of the Russian Federation for the period up to 2025, approved by the Decree of the President of the Russian Federation of January 16, 2017 No. 13. The result of the implementation of the state policy of regional development of the Russian Federation in the social sphere should decrease in differences in the level and quality of life of citizens of the Russian Federation living in different regions, as well as in cities and rural areas.

An important role in achieving positive results in the development of the social sphere in the constituent entities of the Russian Federation was played by the Decree of the President of the Russian Federation dated May 7, 2012 No. 606 "On measures to implement the demographic policy of the Russian Federation." As the experience of the regions shows, the adoption effective measures allows you to minimize the negative impact of the imbalance of the population by sex and age composition and to help maintain positive demographic trends.

Among the main priorities of the regional policy in the field of socio-economic development, carried out in accordance with the Decree of the President of the Russian Federation dated May 7, 2012 No. 597 "On measures for the implementation of state social policy", the Program for the gradual improvement of the remuneration system in state ( municipal) institutions for 2012-2018, approved by the order of the Government of the Russian Federation dated November 26, 2012 No. 2190-r, the creation of conditions for ensuring the right of workers to decent work, an increase in the level of real wages, improving income policy and improving the quality of life of the population.

Analysis of the dynamics of expenditures of the consolidated budgets of the constituent entities of the Russian Federation shows that the main trend over the past 15 years is the outstripping, in comparison with general expenditures, the growth rates of social expenditures in the regions. As a result, the share of social spending in the budgets of the constituent entities of the Russian Federation increased from 39 percent in 2000 to 62 percent in 2015.

In the constituent entities of the Russian Federation, the growth in the level of wages of employees of state institutions is mainly ensured. For 2017, 2018, 2019, the budgets of the constituent entities of the Russian Federation are provided with subsidies from the federal budget for partial compensation of additional costs for increasing wages of public sector employees in the amount of 40, 50, 50 billion rubles, respectively.

Simultaneously with the increase in the wages of public sector workers at the regional level, a system of independent assessment of the quality of the provision of services by social organizations is being introduced. In order to improve the work of these organizations, decisions are made to eliminate the deficiencies identified based on the results of an independent assessment. During 2017, it is planned to provide an independent assessment of the quality of service provision by 30–35 percent of social sector organizations, and for the period 2015–2017, about 90 percent of social sector organizations will be included in the system of independent assessment of the quality of service provision.

The regional aspects of the social policy of the Government of the Russian Federation also include the improvement of pension provision. All non-working pensioners whose total amount of material support does not reach the subsistence minimum of a pensioner in the region of his residence, a federal or regional social supplement to pension is established up to the subsistence minimum of a pensioner established in the corresponding constituent entity of the Russian Federation. In 2017, there is a significant decrease in the volume of other interbudgetary transfers provided from the federal budget to the budgets of the constituent entities of the Russian Federation for the payment of regional social supplements to pensions. For example, the Komi Republic will receive 223.6 million rubles, or 38.6 percent, while in 2016 the indicator of co-financing from the federal budget was 75 percent (414.3 million rubles).

Trends in the development of the pension system of the Russian Federation are closely related to the general socio-economic and macroeconomic situation in the country, with the solution of strategic tasks to reduce child mortality and mortality of the working-age population, improve the quality of health care and prevent morbidity.

An increase in the quality of life of the population is directly related to its employment, which implies an increase in the effectiveness of state policy and the quality of public services in the field of promoting employment of the population, including promoting the creation of jobs with high productivity, safe working conditions and decent wages, expanding employment opportunities for young people , women with minor children, persons with disabilities, retraining and advanced training of women on parental leave directly in the organization, legalization of employment, improvement of informing the population about the labor market, about employment opportunities in various constituent entities of the Russian Federation.

To this end, it is necessary to develop the mobility of labor resources and the system of continuous professional education of workers, taking into account the needs of the economy, the revival of the vocational guidance system, which, in general, will contribute to solving the problem of staffing in the regions.

Meeting the need for vocational training for women raising children will create conditions that ensure their high competitiveness in the labor market and the ability to combine the responsibilities of raising children with employment.

The existing regional imbalances in the quality of life of citizens are significant problems in the Russian Federation.

Significant territorial differentiation is noted in the levels of employment of the population and wages, which is associated with the heterogeneity of regions in terms of living conditions, socio-economic development, socio-demographic characteristics of the population and leads to an outflow of the population in a number of constituent entities of the Russian Federation.

So, despite the measures taken by the state, the population by Far East from 2010 to 2016 decreased by 4 percent. At the same time, the most attractive regions for internal migration of citizens are Moscow, the Moscow region, St. Petersburg and the Leningrad region.

At the same time, the distribution of labor resources and their quality are essential factors in the development of regions, which make it possible to reduce territorial differentiation in terms of basic social indicators and to ensure the equality of citizens' rights guaranteed by the Constitution of the Russian Federation and equal opportunities for their implementation.

Thus, ensuring the reduction of the level of interregional differentiation in the socio-economic development of the constituent entities of the Russian Federation through balanced territorial development is one of the priority tasks of social policy.

Considering the above, the Federation Council of the Federal Assembly of the Russian Federation decides:

1. To take into account the information of the Minister of Labor and Social Protection of the Russian Federation, MA Topilin, on the regional aspects of the social policy of the Government of the Russian Federation.

3) to provide for an increase in the volume of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for the payment of regional social supplements to pensions to non-working pensioners in 2017 when amending the Federal Law "On the federal budget for 2017 and for the planning period of 2018 and 2019";

4) develop a set of measures aimed at arranging the social infrastructure of territories with low population density;

5) to develop a system of indicators for assessing the level and quality of life of the rural population, allowing to assess the results of social development of rural areas;

6) instruct the Ministry of Labor and Social Protection of the Russian Federation, together with the interested federal executive bodies:

step up work on the implementation of the action plan for 2015-2017 to implement the most important provisions of the National Strategy of Action for Children for 2012-2017, approved by the order of the Government of the Russian Federation dated February 5, 2015 No. 167-r, as well as the action plan for 2016-2020 years for the implementation of the first stage of the Strategy of Actions in the Interests of the Older Generation in the Russian Federation until 2025, approved by the order of the Government of the Russian Federation dated November 29, 2016 No. 2539-r;

accelerate the development of the draft National Strategy for Action for Women until 2022;

consider the need for legislative consolidation of the term for providing a technical means of rehabilitation to a disabled person, taking into account the terms provided for by the legislation of the Russian Federation for concluding a state contract for its supply;

take measures to strengthen control over the quality of the preparation of individual rehabilitation or habilitation programs for disabled people in terms of clarifying recommendations for providing technical means of rehabilitation, taking into account individual characteristics disabled person;

consider increasing the staffing of the territorial bodies of the Federal Service for Labor and Employment from 2018;

consider ensuring that Federal Service on labor and employment of unscheduled inspections of compliance by economic entities with labor legislation on the basis of information received from the executive bodies of state power of the constituent entities of the Russian Federation;

to accelerate the development of a plan to increase the employment rate of persons with disabilities and improve control over the employment of persons with disabilities in quota jobs, improve the efficiency of employment services and create conditions for expanding employment opportunities for persons with disabilities;

undertake to identify best practices provision of social services and their dissemination quarterly consideration of the results of an independent assessment of the quality of the provision of services by social organizations at meetings of public councils under federal executive authorities.

1) develop regional action plans for demographic development, including targets for increasing the birth rate, reducing mortality and migration until 2020, coordinating them with the interested federal executive authorities;

2) to carry out a set of measures to raise awareness of the population about federal and regional measures to support families with children, primarily about measures in connection with the birth of the second and subsequent children;

3) provide for measures to prevent the occurrence of wage arrears;

4) take measures to create new jobs, increase the level of public awareness about the constituent entities of the Russian Federation, in which regional programs are being implemented to increase the mobility of labor resources;

5) take measures aimed at improving the quality and accessibility of public services in the field of employment promotion for citizens, including adjusting existing employment programs and developing additional measures to support the employment of workers, expanding programs for their retraining;

6) develop the rental housing market of various price categories in order to develop labor mobility, including through the provision of subsidies from the budgets of the constituent entities of the Russian Federation to pay for housing under contracts of commercial and non-commercial rent to low-income citizens with children registered as needy living quarters;

7) carry out constant regional monitoring of the employment of persons with disabilities, as well as their fixation in specially created workplaces;

8) develop the use of flexible forms of employment and distance employment of young people, parents with young children, disabled people, elderly people in order to increase their competitiveness in the labor market;

9) create additional conditions for organizing self-employment of the population, especially in rural areas;

10) continue work on the implementation of pilot projects for approbation and commissioning of a unified state information system social security so that from January 1, 2018 it will be fully introduced throughout the territory of the Russian Federation;

11) to actively introduce into practice the provision of social services and state social assistance on the basis of a social contract, increasing the coverage of low-income citizens (families);

12) expand the list of measures aimed at stimulating active actions of citizens to get out of a difficult life situation;

13) provide assistance to socially oriented non-profit organizations, including information assistance, in obtaining the status of an executor of socially useful services;

14) continue to work on improving the regulatory framework in order to attract socially oriented non-profit organizations in the field of social services, take measures to provide them with financial and other support;

15) continue to implement measures to reduce the priority in stationary social service organizations, including by creating new organizations, as well as increasing the number of places in existing organizations through their reconstruction;

16) take additional measures to increase the availability of information on the possibilities of obtaining services of social service organizations, including by improving the conditions for using the information and telecommunications network "Internet", taking into account that in many settlements there is no access to the information and telecommunication network "Internet", as well as by posting materials about providers of social services in other media;

17) continue the implementation of measures to teach computer literacy to elderly and disabled people;

18) develop a support system for domestic producers technical means rehabilitation of disabled people, stimulate the organization of new modern production goods and services for the disabled and elderly citizens.

1) ensure the unconditional implementation of the decrees of the President of the Russian Federation of May 7, 2012 No. 597 "On measures to implement the state social policy" and No. 606 "On measures to implement the demographic policy of the Russian Federation", providing the necessary budgetary allocations for this;

2) step up measures to identify the facts and volumes of illegal employment;

3) ensure the full and timely use of budgetary funds provided in the form of subsidies for the implementation of regional programs in the social sphere;

4) ensure a gradual increase in the indicators of accessibility for persons with disabilities of social and transport infrastructure facilities, services provided to the population in accordance with the adopted "road maps";

5) prevent the deterioration of the financial situation of families with children, including at the birth of a third child or subsequent children, until the child reaches the age of three;

6) consider on a quarterly basis the results of an independent assessment of the quality of the provision of services by social organizations;

7) develop, taking into account the results of an independent assessment of the quality of the provision of services by social organizations and approve action plans aimed at improving the work of these organizations, ensure control over their implementation and organize informing the population about the results of their implementation;

8) organize awareness-raising work on an independent assessment of the quality of the provision of services by social organizations and the possibility of participation of citizens - consumers of services in it with the involvement of the media;

9) develop and approve a system of incentives for the heads of social organizations, whose activities are highly appreciated by the population;

10) ensure the completion in 2018 of measures to eliminate the priority and increase the availability of social services in the field of social services, as well as to bring stationary social service organizations into proper condition.

6. Propose to the Government of the Russian Federation to inform the Federation Council of the Federal Assembly of the Russian Federation during the spring session of 2018 about the implementation of the proposals contained in this resolution.

7. The Federation Council Committee on Social Policy shall inform the chamber about the implementation of this resolution during the spring session of 2018.

8. Control over the implementation of this resolution shall be entrusted to the Federation Council Committee on Social Policy.
