1. 2. Commercial accounting of water, wastewater is subject to quantity (volume):

e) wastewater in respect of which purification is made in accordance with the wastewater treatment contract.

3. Commercial accounting of water, wastewater is carried out by measuring the amount of water and wastewater to the metering devices (measurement facilities) of water, wastewater in accounting nodes or estimated method in cases provided for by the Federal Law "On Water Supply and Water Controlling".

4. 5. Commercial accounting of cold water, hot water, thermal energy in the composition of hot water, wastewater is carried out:

a) the subscriber, unless otherwise provided by the Treaty of Water Supply, the Treaty of Water Management and (or) a Unified Treaty of Cold Water Supply and Water Management;

b) the transit organization, unless otherwise provided by the Treaty of Transporting Cold Water, the Treaty on Hot Water Transport and (or) Treaty on Wastewater Transportation.

6. Commercial water accounting, in respect of which water treatment measures have been carried out, is carried out by the organization operating the individual objects of centralized water supply systems, unless otherwise provided by the water treatment contract, the Treaty on cold water transport and (or) the contract for the transportation of hot water.

7. Commercial wastewater records in respect of which purification was made, is carried out by the organization operating the individual objects of centralized wastewater systems, unless otherwise provided by the Treaty on Wastewater treatment, the Treaty for the Transportation of Wastewater and (or) the contract for the treatment of sewage sediment.

8. In the event that otherwise not provided for by these Rules, installation, operation, calibration, repair and replacement of accounting nodes are carried out in the following order:

a) obtaining technical conditions for the design of the accounting node;

b) designing a metering node and installation of the accounting node for the newly allowed metering nodes, including the installation of accounting devices;

c) admission to the operation of the accounting node;

d) Operation of the accounting unit, including the removal of the readings of the accounting devices on the amount of submitted (obtained transportable) cold water, hot water, thermal energy as part of the filed (obtained, transported) hot water, about adopted (allotted, transported) wastewater and other indications stipulated by the technical documentation displayed by the accounting devices, including using the remote reading systems (telemetry systems), as well as keeping accounting for the number and duration of abnormal situations arising in the operation of accounting devices;

e) verification, repair and replacement (if necessary) accounting devices.

8.1. II. Commercial water accounting, wastewater using accounting devices

10. 11. The Subscriber or Transit Organization is obliged to ensure the unhindered access of representatives of the organization carrying out water supply and (or) water disposal, or to indicate the organization carrying out water supply and (or) water disposal, representatives of another organization to accounting nodes and accounting devices for reconciliation of metering devices and verification Compliance with the conditions of operation of accounting devices.

12. In the case of discrepancies of the subscriber accounting devices or a transit organization, the volume of the submitted (obtained) cold water, hot water, thermal energy as part of hot water and allocated (accepted) wastewater with the information provided by subscribers or transit organizations. Water supply and (or) water disposal is the act of reconciliation of readings of accounting devices, signed by representatives of a subscriber or a transit organization and an organization carrying out water supply and (or) drainage.

In disagreement of the representative of the subscriber or a transit organization, with the content of the act of reconciliation of the accounting devices, the representative of the subscriber or a transit organization on the act makes the "Acquired" mark and puts the signature. The objections of the Subscriber or Transit Organization are indicated in the act or are sent to organizations carrying out water supply and (or) water disposal, in writing in any way to confirm the receipt of the document by the Subscriber or Transit Organization. In case of refusal of a representative of a subscriber or a transit organization from the signing of an act of reconciliation of testimony of accounting devices, such an act is signed by a representative of an organization that carries out water supply and (or) water disposal, with a marker "Representative of a subscriber or organization that carries out the transportation of water and (or) wastewater, refused to sign ".

13. In order to control the volumes of submitted (obtained) water, thermal energy as part of hot water and allocated (accepted) wastewater, an organization carrying out water supply and (or) water disposal, or a subscriber or transit organization has the right to use control (parallel) Cold water metering devices , hot water, thermal energy as part of hot water and wastewater, subject to the notification of one of the parties to the Treaty of the other Party on the use of such accounting devices.

Control (parallel) Cold water accounting devices, hot water, thermal energy as part of hot water and wastewater are installed on the networks of an organization that carries out water supply and (or) water disposal, a transit organization or a subscriber in places, allowing to provide commercial accounting to the submitted water subscriber, thermal Energy as part of hot water and wastewater accepted.

The person who has established a control (parallel) accounting device is obliged to provide the other party (subscriber, a transit organization, an organization carrying out water supply and (or) water disposal) unhindered access to the control (parallel) water metering devices, thermal energy as part of hot water and allotted ( Accepted) wastewater in order to control the correctness of the installation and operation of the control (parallel) metering device.

III. Commercial water accounting is estimated

14. Commercial water accounting is carried out by the estimated method in the following cases:

a) in the absence of a metering device, including in the case of unauthorized accession and (or) use of centralized water supply systems;

c) in violation For more than 6 months, the timing of the readings of the accounting device, which is the property of a subscriber or a transit organization, except in cases of preliminary notification by the Subscriber or the Transit Organization, which carries out hot water supply, cold water supply, on temporary cessation of water consumption.

15. With the estimated method of commercial metering of water apply:

a) the method of accounting for the bandwidth of devices and structures used to attach to centralized water supply systems;

b) the method of the estimated average monthly (average daily, medium-hour) number of submitted (transportable) water;

c) method of guaranteed volume of water supply;

16. The use of the method of accounting for the bandwidth of devices and structures used to attach to centralized water supply systems, with their round-the-clock action, a complete cross section at a point of connection to a centralized water supply system and at a speed of water movement 1.2 meters per second is used in the following cases:

a) when unauthorized accession and (or) use by centralized water supply systems for the period of time, during which such unauthorized accession was carried out and (or) use, but not more than 3 years. c) in the absence of a subscriber or a transit organization of water metering devices allowed to operate in the prescribed manner, in case within 60 days from the date of receipt from an organization that carries out hot water supply, cold water supply, notifications about the need to install accounting devices or after date defined in the water supply contracts, the Unified Treaty of Water Supply and Water Resolutions, the Treaty for Transporting Cold Water and the Treaty of Transporting Hot Water, water metering devices are not established;

d) in violation for more than 6 months of the deadlines for the readings of the accounting device, except in cases of preliminary notification by the Subscriber or the Transit Organization of the Organization, which carries out hot water supply, cold water supply, on temporary cessation of water consumption.

17. The method of estimated average monthly (average daily) amount of submitted (transportable) water used on the basis of the accounting instrument readings over the past year is applied in the event that the fact of malfunction of such a device for taking into account or dismantle such an accounting device in connection with its calibration, repair or replacement But not more than 60 days after establishing the fact of malfunction of the instrument of accounting or dismantling the accounting device, unless otherwise agreed with the organization that carries out hot water supply, cold water supply, and does not apply in cases of applying control (parallel) accounting devices.

If the period of operation of the accounting device is less than 1 year, the accounting data is used for the actual period of its operation.

In the event that the actual period of operation of the accounting device is less than 60 days, the method of the estimated average monthly (average daily, medium-hour) number of water supplied (transportable) is not applicable.

18. The use of the method of guaranteed water supply volume determined by the water supply contracts, a single Cold Water Supply and Water Support Treaty, is used in the following cases:

b) If the actual period of operation of the accounting device from the date of admission to the operation of the metering device, up to its failure amounted to less than 60 calendar days.

19. In the event that the readings of the accounting device contain information on temporary violations in the operation of the accounting device that took place during the operation of the accounting device, the calculation of the amount of water obtained during the specified period is made in accordance with paragraph 16 of these Rules.

20. Application of the method of summing the volume of water that is submitted to subscribers and (or) to other transit organizations, the volumes of which are determined by the readings of accounting devices or estimated method, the organization that carries out hot water supply, cold water supply, using water networks of these transit organizations is used in the absence of water supply networks In the transit organization of water metering devices, as well as in the event of a malfunction of the accounting device and dismantling the accounting device in order to verify, repair or replace it.

21. In case the water metering unit is not based on the border of the organization's operational responsibility, which carries out hot water supply, cold water supply, subscriber and (or) of the transit organization, the calculation of the volume of submitted (obtained) water is made taking into account losses in plumbing networks From the border of operational responsibility to the installation of the accounting device.

IV. Commercial wastewater accounting

22. Commercial wastewater consideration is carried out by the estimated method in the following cases:

a) in the absence of a metering device, including in the case of unauthorized accession and (or) use of a centralized water disposal system;

b) in the event of a malfunction of the accounting device;

c) in violation for more than 6 months of the timing of the testimony of the procedure for taking into account the organization carrying out water disposal, except for cases of preliminary notification by the subscriber of such an organization about the temporary cessation of wastewater discharge.

23. 23.1 The volume of wastewater discharged by the subscriber to the centralized system of drainage is determined in accordance with the balance of water consumption and drainage developed by the subscriber and coordinated with the organization carrying out water disposal, subject to the following conditions at the same time:

establishing a subscriber in conjunction with the organization carrying out water disposal, in the manner prescribed by the rules of cold water supply and drainage, approved by the Decree of the Government of the Russian Federation dated July 29, 2013 N 644 "On approval of the Rules of Cold Water Supplies and Watering and Amendments to Some Acts of the Government of the Russian Federation ", the fact of lack of technical ability to install wastewater accounting and signing the appropriate act or the absence of a subscriber's obligation to install wastewater accounting;

the use of water subscriber in the composition of products, in the production of thermal energy, or the presence of independent issues in the subscriber in water bodies, or the presence of subscriber 2 and more sewage issues into a centralized drainage system.

In the balance sheet of water consumption and drainage, the average daily sewage discharged, discharged by the subscriber to a centralized wastewater system, indicating the distribution of the total volume of wastewater through sewage issues (in percent).

The Subscriber is obliged to submit an organization carrying out water disposal, documents and materials confirming the data specified in the balance sheet of water consumption and drainage.

An organization carrying out water disposal, when considering the balance of water consumption and drainage, checks the data contained in the balance of water consumption and drainage of the Subscriber, as well as other data reported by the Subscriber in the provision of a balance. When checking the balance of water consumption and drainage, the amount of wastewater can be measured, conducted using portable (temporary) accounting devices installed for a period of 7 to 30 days by the organization carrying out water disposal, or other organizations authorized by it.

23.2. An organization carrying out water disposal is entitled to refuse to subscriber in coordinating the balance of water consumption and drainage on the following grounds:

failure to submit by the Subscriber of documents and materials confirming the data specified in the balance sheet of water consumption and drainage;

non-compliance of the balance of water consumption and drainage documents and materials submitted by the Subscriber to confirm the data specified in the balance sheet of water consumption and drainage;

identifying the organization that carries out water disposal, or otherwise authorized by the organization when verifying the balance of water consumption and drainage, by measuring the amount of wastewater using portable (temporary) divergence instruments with the submitted subscriber with the balance of water consumption and drainage by more than 30 percent.

At the same time, the number of allocated wastewater is determined in accordance with paragraph 23 of these Rules.

23.3. The term of the balance of water consumption and drainage of the Subscriber is determined by agreement between the Subscriber and the organization carrying out water disposal, but cannot be more than 5 years. The subscriber no later than 90 calendar days before the expiration of the balance of water consumption and drainage is obliged to develop and send to approval to the organization, carrying out water disposal, the new balance of water consumption and drainage in the manner prescribed by clause 23.1 of these Rules.

24. With a unauthorized connection and / or use of a centralized drainage system, the volume of wastewater is determined by the estimated method in accordance with the methodological instructions on calculating the volume of accepted (allotted) wastewater using the method of accounting for the capacity of sewage networks, approved by the Ministry of Construction and Housing and Communal The farms of the Russian Federation, during the period of time, during which such unauthorized accession was carried out and (or) use, but not more than 3 years. 25. Commercial accounting of surface wastewater is carried out by the estimated method in accordance with the methodological guidelines for calculating the volume of adopted (allotted) surface wastewater, approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation.

26. The volume of wastewater, taken from owners or users of premises in apartment buildings, in which the direct management of the premises in apartment buildings is selected as a method of management or in which the management method is not selected, as well as management organizations, homeowners, housing cooperatives or other specialized consumer cooperatives, as a communal resource from apartment housenot equipped with an appropriate collective (general-purpose) accounting device, is determined in accordance with the rules mandatory at the conclusion of the management organization or a partnership of owners of housing or by a housing cooperative or other specialized consumer cooperatives with resource-supplying organizations, approved by the Decree of the Government of the Russian Federation of February 14, 2012. 27. In the absence of a transit organization of accounting, as well as in the event of a malfunction of the accounting device or dismantling the accounting device for its verification, repair or replacement, the volume of wastewater transported through the sewage networks of such an organization is determined by the estimated method by summing the volume of wastewater, which It is assigned to subscribers or adopted from other transit organizations, as well as the volume of surface wastewater taken by the transit organization.

V. Designing the accounting node

28. In cases of installing accounting sites on capital construction sites, not specified in paragraph 8.1 of these Rules, the design of the accounting node is carried out on the basis of technical conditions for the design of the accounting node. 29. The technical conditions for the design of the accounting node are issued in the cases provided for in paragraph 28 of these Rules, the organization carrying out water supply and (or) water disposal, within 10 working days from the date of receipt from the Subscriber or the transit organization of the application for issuing technical conditions containing information necessary for the issuance of technical conditions (volume of water consumed, allocated wastewater, the scheme for placing the subscriber objects, network laying circuit).

30. Technical conditions for the design of the accounting node must contain:

a) requirements for the placement of the accounting node;

b) requirements for the installation diagram of the accounting device and other components of the accounting node;

31. Project documentation of the Object of Capital Construction and project documentation for the equipment of the accounting unit in cases provided for in paragraph 28 of these Rules should contain:

a) an indication of the placement of the accounting node;

b) the installation scheme (connection) of the accounting device and other components of the accounting node to the networks of water supply and drainage;

c) information about the type of accounting device used and information confirming its compliance with the requirements of the legislation of the Russian Federation to ensure the unity of measurements.

34. 35. Application is attached:

a) a copy of the design documentation for the equipment of the accounting node equipment; certified by the subscriber or transit organization;

b) certified by the subscriber or transit organization a copy of passports on accounting devices included in the accounting node;

d) documents confirming the right to sign the application and (or) submitting an application on behalf of a subscriber or a transit organization.

36. Admission to the metering assembly is carried out by an organization carrying out water supply and (or) drainage, with the participation of a representative of a subscriber or a transit organization.

39. During admission to the accounting node, checks:

a) the compliance of the factory numbers on the accounting devices included in the accounting node, the numbers specified in their passports;

b) the compliance of the accounting node of the relevant design and technical documentation, including the configuration and installation scheme of the accounting devices, as well as the compliance of the project and technical documentation with technical conditions;

43. Act of admission to the metering assembly is signed by persons who participated in the admission of the accounting assembly, in the number of copies equal to the number of parties (organizations), who participated in the admission of the accounting node. 50.
