A student card received under a social program has many functions. It contains data on the student’s medical, transport situation, bank account status, and can be used to receive discounts when purchasing goods and paying for services.

Existing design methods

Every student, regardless of place of registration, who is studying full-time at a Moscow educational institution, in a bachelor's, specialist's or master's degree program, can receive a card.

You can apply for a card online – through the city services portal, through the MFC.

You can also leave an application at the Moscow Metro ticket office. In this case, the student must take an application form, fill it out and have it certified by the educational institution. The completed application is returned to the cashier. You can get the finished card there.

At online card registration You need to register on the site and enter all the necessary data.

Before submitting an application, the student must check whether there is information about him in the unified register of students in Russia. If the data is missing, you need to contact the dean’s office of the university.

Without an entry in the registry, the card will not be issued. You can check the data on the Soccard.ru portal.

Where to go

To submit an application and obtain a social card, a student can contact the Moscow MFC at the place of residence or study.

In total, there are 7 branches of the Multifunctional Center in Moscow, where students can apply. There are many more branches in the city and soon you will be able to apply at any of them.

Writing an application and submitting documents

The application is written according to the template provided by the MFC employee.

It is accompanied by photographs and the necessary copies of documents.

List of required documents:

  1. Personal and contact information;
  2. Copy of passport or birth certificate;
  3. A copy of the page with the record of registration and place of residence;
  4. Photo 30*40.

Registration deadlines

The card is issued within 30 days.

Where to receive

You can receive a completed student card at the branch of the Multifunctional Center where the application was submitted.

Price

The card is issued free of charge, but you must pay to use it. The student deposits funds onto the card and uses it like a bank card when paying for purchases, travel, and various services.

Replenishment occurs at reduced rates:

  1. An unlimited ticket for the metro will cost 350 rubles, for ground transport – 230 rubles;
  2. Train tickets are sold at half price;
  3. In pharmacies, cinemas, bookstores, paid clinics, favorable discounts are provided;

Recovery from loss

If the card was lost or stolen, the following actions must be taken:

  1. If there is a balance on the card, you must quickly notify the issuing bank by phone, which is provided to the client in advance. The bank blocks the card. This will save money in your account.
  2. You need to contact the bank very quickly and immediately write a statement about the loss of the card. Until the application is received, the bank is not responsible for any transactions made using the card.
  3. It is recommended to write a new application for a card as quickly as possible. In this case, the lost or stolen card is automatically blocked.
  4. An application for a new card can also be left at the metro ticket office, MFC or on the city services website.
  5. If the card was used to pay for travel, the student can receive temporary tickets in the same quantity as they were paid for. Temporary passes can be obtained for the metro and ground transport.
  6. You can use a temporary travel ticket only upon presentation of an identity document.

You can also do the following:

  1. Report the loss of the card to the Moscow Passenger Agency;
  2. Fill out a new application form at the cash desk;
  3. Give it up.

This method is effective if the student is in close proximity to the metro and has the opportunity to quickly report a loss. If this is not possible, then you should immediately call the bank and then leave a new application.

You can also restore the card at the MFC at the place where you received it.

Please remember that restoration is expensive. However, the validity period of the social card is 5 years, and during this period the money spent is recouped many times over.

Using a student’s social card is very convenient; the principle of operation is similar to a bank card. The account is replenished automatically when a scholarship is awarded, or manually through an ATM.

A student at a Moscow university who has a card receives privileges that allow him to significantly save on travel, medical care, and entertainment.

The main thing is to be registered on the website https://pgu.mos.ru

If you already have a personal account, enter your data and go.

In the list of services you need to select Family Children, then select apply for a social card, press.

NB! The service is provided to citizens studying full-time at higher educational institutions in Moscow.

The Muscovite Social Card for Students (SCS) is a multifunctional plastic carrier that combines the advantages of a bank, medical and transport card. How much does it cost to travel with a card?

Students, graduate students and residents who have issued a student insurance card can pay for trips on public transport with a 50 percent discount in the period from 01.09 to 15.06 each year, that is, during the academic year.

To use the card in the metro, you must first pay for a discounted fare at any of its ticket offices by purchasing a monthly or three-month ticket. To enjoy benefits on a bus, trolleybus or tram, you must first purchase a monthly or three-month pass. It can be paid at the terminals of Eleksnet, MInBank, at special cash desks of Mosgortrans and through mobile applications.

Discounts by card

By presenting the SKS, you can buy goods at a discount in various retail chains, and you do not have to pay for the purchase directly from the card; you can use it as a discount. Also, the bearer of the SKS can have a meal in a number of bistros and restaurants with a significant discount. The cost of a ticket to a museum, library, some fitness centers and theaters can be reduced by up to 50% for SCS bearers. In second-hand bookstores and pharmacy kiosks, depending on the chain, a discount of 5-20% is provided.

How to use the card?

If a social card is used to pay for travel, the student must pre-pay for a 1 or 3 month travel ticket. To enter the metro, you need to touch the plastic card to the yellow circle on the turnstile and wait until the signal turns green. You can use it again for passage only after 7 minutes. On buses, trolleybuses and trams, the principle of using a social card is similar to traveling in the subway.

If you use a social card to pay for purchases, you must provide it to the cashier, who will swipe the plastic card through the terminal and debit the required amount from the account, subject to its availability. At ATMs, a social card is used in the same way as a regular bank card. To receive discounts on purchases in stores, during payment you must provide a plastic carrier to the cashier, who will read the barcode from it to provide a discount.

To make an appointment with a doctor, the student's IC is used as an identifier to access the functions of the information kiosk located in the clinic.

Required documents

Full-time students studying bachelor's, specialist and master's programs in educational institutions in Moscow can receive a student social card. It does not matter whether the student is a citizen of the Russian Federation or a foreign national.

To fill out an application form for a student social card, you need to provide a document confirming your identity. It could be:

  • passport of a citizen of the Russian Federation;
  • identity card (ID) for military personnel of the Russian Federation;
  • temporary ID of a citizen of the Russian Federation, which is issued for the duration of the preparation of the main document;
  • metric if the applicant is not yet 14 or does not have another ID;
  • for foreigners, a passport or other ID of a foreign citizen;
  • any other officially recognized document certifying the identity of a foreigner.

If a student lives in Moscow, but studies outside of it, then in addition he needs to provide a document containing information about his place of residence in the capital. This can be a single housing document, an extract from the house register, a copy of the financial account of the tenant of the living space. But this is only if information about the place of residence is not indicated in the passport or in the Basic Register of Apartment Buildings.

You also need to have a compulsory medical insurance policy with you, if available, and a personal photograph on a digital medium measuring 30x40 in JPEG format.

Applying for a social card on mos.ru

To apply for an SCS, an applicant must check the availability of data about himself in the register of students, residents and graduate students. To do this, go to the Official Website of the Mayor of Moscow mos.ru, in the “Services” section, select the “Social Support” block and from the proposed list of services, select “Verification of a citizen in the register of students/residents/graduate students”. In the form that appears, you must enter the applicant’s full name, the name of the educational institution, his date of birth, indicate his gender and transfer the characters from the picture. If all the data is correct, click on “Check”.

Full-time students of higher educational institutions in Moscow can apply for a personalized plastic card, which is called a student social card. It gives its holder a lot of opportunities and advantages:

  • Discounts on public transport
  • Payment for goods and services at a discount
  • Receiving a scholarship, material payments, etc. (like a bank card)
  • Making an appointment with a doctor at a clinic (compulsory medical insurance policy)
  • Serves as an electronic pass to an educational institution

Where to apply for a student card

Until March 2016, submission of documents for card registration was carried out only at the “My Documents” MFC. For foreign students (citizens of other states), nothing has changed, but citizens of the Russian Federation since June 2016 can submit an application only through the State Services Portal of the MOS.RU website. Let's look at how to do this step by step.

Before submitting an application to the “My Documents” center, foreign students must check whether there is information about them in the Unified Register of Students. To do this, go to the site soccard.ru and in the form that opens, enter all the data about yourself:

  • Names of educational institution
  • Date of Birth

Then click the “Generate request” button.

If your data is not in the register, immediately contact the management of your university. The lack of data indicates that either the information did not pass verification due to some errors (incorrect passport data, etc.) or some of the documents were not transferred by the university at all due to their absence.

Citizens of the Russian Federation do not need to check themselves in the register in advance, because this happens automatically when submitting an application online on the State Services portal.

To use the services of the Public Services Portal, you must undergo mandatory registration.


To submit an online application for a card, you must provide the following information:
  • Personal information about the applicant (full name, gender, date of birth)
  • Details of the identity document (passport) and compulsory health insurance policy number
  • Contact information (phone number, email)
  • Registration and actual residence address
  • Information about the educational institution (name, course)

In your personal account, you are required to indicate your individual personal account insurance number (SNILS). Without it, you will not be able to issue a card!

You will also need to attach to your application a photograph in JPEG format measuring 30x40 mm, weighing no more than 300 KB. The photograph must be current, i.e. done no later than 6 months.

At the next stage, you will be asked to select a bank from the proposed list, for example, VTB Bank of Moscow:

At the final stage, you come up with a code word that serves to block the card if it is lost, and also select the nearest multifunctional “My Documents” center where it will be convenient for you to receive the card.

Checking the readiness of the student card

After submitting your application online on the State Services portal in your personal account, you will see the following entry: “Served. The application has been prepared for transmission to the OIV". This means that your application has been successfully uploaded to the portal, but has not yet been sent for consideration. After it is processed, the status will change to “Your application has been registered, number: (application number). The execution period does not exceed 30 days from the date of registration of the application".

But don’t rush to rejoice... Until all the data is thoroughly checked (the accuracy of passport data, the applicant’s presence in the Student Register, the photo’s compliance with all requirements, etc.), you may receive a reasoned refusal to issue a card. Then in your personal account the status will change to “The service has been rendered. Refusal to provide a service due to: (reason for refusal)".

When the card is ready, information about this will also be available in the personal account of the State Services portal. When the student’s social card is ready, the following status will appear: “The service has been rendered. The decision is positive". This means that you can go to the MFC and pick up a plastic card.

How to top up a social card?

There are many ways to top up your card:
  • Online on the State Services portal of the Moscow website
  • Online through mobile applications of Sberbank, Bank of Moscow, Qiwi payment system
  • At bank terminals

  • At the “Travel Ticket” kiosks of the State Unitary Enterprise “Mosgortrans”
  • Cash through the Bank of Moscow cash desk or post offices

What to do if the card is lost? Replacement procedure

The student's social card is valid for 5 years while studying at the university. In case of mechanical damage or loss, you must immediately contact the servicing bank. It will block the possibility of making cash payments using the card (temporary blocking period is 3 days). After this, you should submit applications for re-issuance of the card on the State Services portal pgu.mos.ru.
