For each group, a fairly wide range of total revenue was defined. However, the distribution of companies in groups occurred not only by existing turnover, but also taking into account the trends of their development. The second is possible if:

a) the registry does not have information about the program of the desired class;

In this case, the Customer must prepare, approve and publish (together with the documentation for the procurement). Such a responsibility was established by part 3 of Article 14 of the Federal Law of April 5, 2013 No. 44-FZ "On the contract system in the field of procurement of goods, works, services for providing state and municipal needs." The procedure for preparing the rationale (order) is approved.

It is worth paying attention to that, in accordance with paragraph 4 of the Procedure, the Customer must approve the specified rationale for the state directly on the day of posting the procurement notice. It is not enough to approve the rationale simultaneously with the entire package of procurement documentation.

To comply with the specified position, given the complex procurement procedures in general, customers should monitor not only the registry itself, but also applications filed to inclusion in the registry (they are also posted on the registry operator's website). This will allow in advance to include inclusion of a particular software in the registry.

It is advisable to prepare a draft substantiation at the time of preparing a full package of procurement documentation, and then update and approve it on the day of publication.

The rationale should contain an indication on:

a) the circumstance, in connection with which it is impossible to comply with the prohibition (the subparagraph "A" or B "of clause 2 of the Government of the Russian Federation No. 1236 is selected);

b) class (classes) of software to which (which) must match the software that is subject to purchase;

c) Requirements for the functional, technical and operational characteristics of software, which is the subject of purchase, established by the Customer (with an indication of the class (classes), to which (which) must match the software, see above);
